DDL & upload of sensitive qualitative data

  • GF – Considering the updates and discussions about this subject during - PCT 35, a decision needs to be made by the PCT about how to organize the upload of mixed methods data in future. The two options are:
  • Option 1: Upload to Dataverse with registration to DDL (preferred option which allows all Africa RISING data to be seen in one place)
  • Option 2: Upload to DDL only.
  • BV - In addition to the decision above, we equally need to also decide how the identifiers for the data will be stored - centrally or with the individual researchers?
DECISIONS
  1. All mixed methods & unstructured qualitative data for Africa RISING to be uploaded to Dataverse with registration to the DDL.
  2. The "keys"/identifiers for qualitative data should be kept by the IFPRI Monitoring and Evaluation team.
ACTION POINTS
  1. CA to amend the Africa RISING Program data management plan (to reflect decisions 1&2 above) and circulate to PCT members for approval.
  2. CA to draft an email for PCT Chair (BV) to send to all AR Scientists summarizing decisions 1&2 above. The updated program data management plan will be attached to that email.

Follow up on action points from minutes of previous meeting

>>Africa RISING web presence

JO - The website revamp is 70 - 75% done. Getting feedback / inputs from PCT members would add value to the final output. The site can be reviewed at: http://africa-rising.sisitech.com

ACTION POINTS
  • PCT members to review the website and send their comments and inputs to JO by CoB Wednesday 5 June 2019.
>>Internally Commissioned External Review of Africa RISING 2019/20
  • BV - It is worrying that this exercise has delayed to get underway. If the delay continues then at some point it may not be a valuable exercise to invest in anymore.
  • PT - Jim Ellis-Jones has decided that due to health reasons he will not be in a position to take part in the review. However we still have Nancy McCarthy and Mark Powell available for the review. To replace Jim, we have approached a few other people - John Lynam (declined), Barry Pound (no feedback yet),Tim Williams (not yet), and Mauricio Bellon (not yet).
  • IHZ - There was one more person (Christine Negra). She was part of the Humidtropics internal review team. Maybe we could also approach her considering her previous involvement with a systems
ACTION POINTS
  • PT to approach Mark Powell to take up team leadership role for the review team.
  • IHZ to reach out to Christine Negra & Tim Williams, check for her availability.
  • CA to reach out to Mauricio Bellon, check for her availability.
>>Taskforce to promote harmonization across Africa RISING and SI domain stewards
ACTION POINT
  • IHZ & PT to give an update on this topic at PCT meeting 37

Production of an annual Africa RISING program activity synthesis document for USAID

  • JO - We produced a phase 1 synthesis document that for the first time enabled us to have a program-wide view of Africa RISING R-in-D activities. Would there be value in producing an annual 1 - 5 page synthesis document that captures the programatic view? Currently we don't have such a document and all we have are the semi-annual technical reports for the 3 Africa RISING projects. I would have also liked to hear from JG whether such a document would add value to USAID.
  • SM - Key things for JO to consider before deciding what to do are: (a) How much time/input would be required to produced such a document? (b) There needs to be more clarity about the target audience (c) is it going to be useful to extract info. from the technical report that have already been submitted to the donor? duplications?
  • PT - The institutional boards could also read such a document? I think it would be great for us to have such a document presented in succinct language.

IHZ - The donor is not Jerry alone, its a bigger community and I think they could benefit.

ACTION POINT
  • JO to draft the outline for the document, and share with PCT members. Also check with JG whether such a document would add value.

AoB

  • IHZ - We still have no concrete info. about funding. Hopefully, we will hear more about this soon.
  • BV - We had the IITA Board visiting some of the Africa RISING project sites in Tanzania. We saw various activities by the project. In general, the activities were appreciated by the Board members. The only prevailing comment was the need for the team to showcase integration much more strongly. There was also the comment that the project should probably do more climate change responsive activities.
  • SM - oN 15 - 16 May We had the CGIAR systems council meeting here in the ILRI Addis campus. Africa RISING had a stand during a share fair. Rob Bertram spent sometime in the stand pick up some material.
