East and Southern Africa Steering Committee ToR and Membership
1 project with 2 systems: Maize-based & Rice-based systems
1. Constitute Project Steering & Technical Committee 15 March Role of Committe:
- Science guidance
- Approval of workplan & budget
- Oversee coordination between project components & partners
- Overseeing M&E
- Advise biannual reports to USAID
- Decide on members (need to include Malawi)
- Reports directly to USAID (communicates to Program Coordinating Team)
Proposed Members:
- MAFC TZ,
- CGIAR (8): IITA, AfricaRice, CIMMYT, CIAT, ICRISAT, ILRI, ICRAF, AVRDC
- Secretary: Project Coordinator (non voting)
- USAID: Jerry Glover
- Convening Chair: to be determined by DG IITA
Project liason to USAID Missions: Suzanne Poland [Note: Stakeholder committee: Role to be determined; Private sector, NGOs, ASARECA, CCARDESA, farmers orgs, etc]
Meetings:
- Meet in person at least once per year;
- A few representatives will attend annual Program Coordination Team
- Meet virtually at least quarterly

- Concept note(s): 30 March
Jump start projects spelled out Needs new intro to refer to Program (Africa RISING) purpose, outcomes, & coordination IITA, AfricaRice starts the process then hands off to partners Revised by writing team

- Sub-contracts based on activities: 30 April
3. Research design - driven by concdpt note writing team for the region but aims at hormonization across regions (suggested: Snapp, Bruno, Dixon, David Harris, Joseph Rusike, Jerry, AVRDC, ILRI, Bekele,................)
4. Early wins: review process; funding contracts, etc.
5. Communication strategy within & across....start wth Addis points and move on....
6. Activity:
- coordinate funding of Research Approach Team with other projects (17 Feb budgeted)
- hire staff, purchase equipment,
- sub-contracts (
